项目概况<\/span><\/span><\/span><\/p><\/td>

阳西县体育路高压线落地及市政道路升级改造工程<\/span><\/span><\/span><\/span>位于<\/span><\/span><\/span><\/span><\/span>阳江市阳西县中心城区东北侧<\/span><\/span><\/span><\/span>,<\/span><\/span><\/span><\/span>新建<\/span><\/span><\/span><\/span><\/span><\/span>110kV\/35kV<\/span><\/span><\/span>混压同塔四回架空线路长<\/span><\/span><\/span><\/span><\/span>1.192km<\/span><\/span><\/span>(<\/span><\/span><\/span><\/span><\/span>10<\/span><\/span><\/span>基杆塔),新建<\/span><\/span><\/span><\/span><\/span>110kV\/35kV<\/span><\/span><\/span>混压同塔双回架空线路长<\/span><\/span><\/span><\/span><\/span>0.383km<\/span><\/span><\/span>(<\/span><\/span><\/span><\/span><\/span>4<\/span><\/span><\/span>基杆塔)。拆除<\/span><\/span><\/span><\/span><\/span>110kV<\/span><\/span><\/span>架空线路长<\/span><\/span><\/span><\/span><\/span>2.508km<\/span><\/span><\/span>,拆除<\/span><\/span><\/span><\/span><\/span>35kV<\/span><\/span><\/span>架空线路长<\/span><\/span><\/span><\/span><\/span>3.993km<\/span><\/span><\/span>,共拆除<\/span><\/span><\/span><\/span><\/span>24<\/span><\/span><\/span>基杆塔。改造升级体育路总长度约<\/span><\/span><\/span><\/span><\/span>1<\/span><\/span><\/span><\/span>.<\/span><\/span><\/span>552km<\/span><\/span><\/span><\/span>,<\/span><\/span><\/span><\/span>其中新建体育路北段长约<\/span><\/span><\/span><\/span><\/span><\/span>735m<\/span><\/span><\/span>(育才路至工业大道<\/span><\/span><\/span><\/span><\/span>,双向四车道<\/span><\/span><\/span><\/span>),改建体育路南段长约<\/span><\/span><\/span><\/span><\/span>817m<\/span><\/span><\/span>(工业大道至向阳路<\/span><\/span><\/span><\/span><\/span>,双向六车道<\/span><\/span><\/span><\/span>),设计车速<\/span><\/span><\/span><\/span>均为<\/span><\/span><\/span><\/span><\/span>30km\/h<\/span><\/span><\/span><\/span>,<\/span><\/span><\/span><\/span>道路等级为城市次干道。<\/span><\/span><\/span><\/span><\/span><\/span><\/p>

项目总投资<\/span><\/span><\/span><\/span><\/span><\/span>17632<\/span><\/span><\/span>万元<\/span><\/span><\/span><\/span><\/span>,其中<\/span><\/span><\/span><\/span>环保投资<\/span><\/span><\/span><\/span><\/span>220<\/span><\/span><\/span><\/span>万元<\/span><\/span><\/span><\/span>。<\/span><\/span><\/span><\/span><\/span><\/span><\/p><\/td> <\/tr>

主要环境影响及预防或者减轻不良环境影响的对策和措施<\/span><\/span><\/span><\/p><\/td>

      道路施工期产生的车辆冲洗废水、泥浆水等污水经设置的沉砂池,隔油沉淀处理后回用于道路及绿化洒水、施工降尘等,不外排;施工单位应做好施工场地周围的拦挡措施,避免雨季开挖作业;施工人员在施工期间租住在附近的出租屋,生活污水经出租屋原有污水处理设施处理。<\/span><\/span><\/span><\/span><\/span><\/p>

施工时,应集中配置或使用商品混凝土,然后用罐装车运至施工点进行浇筑,避免因混凝土拌制产生扬尘和噪声;此外,对裸露施工面应定期洒水,减少施工扬尘;车辆运输散<\/span><\/span><\/span><\/span><\/span>体材料和废弃物时,<\/span><\/span><\/span>应<\/span><\/span><\/span><\/span>密闭包扎、覆盖,避免沿途漏撒;运载土方的车辆必须在规定时间内,按指定路段行驶,控制扬尘污染。<\/span><\/span><\/span><\/span><\/span><\/span><\/p>

       施工单位应采用<\/span><\/span><\/span>低噪声<\/span><\/span><\/span><\/span>的施工机械设备,并在施工场地周围设置围栏或围墙以减小施工噪声影响,<\/span><\/span><\/span>施工<\/span><\/span><\/span><\/span>噪声<\/span><\/span><\/span>应<\/span><\/span><\/span><\/span>符合《建筑施工场界环境噪声排放标准》(<\/span><\/span><\/span><\/span><\/span><\/span>GB12523-2011<\/span><\/span><\/span>)中的限值要求<\/span><\/span><\/span><\/span>。<\/span><\/span><\/span><\/span><\/span><\/span><\/p>

       施工期开挖土方部分回用于施工现场。对于弃土弃渣,施工单位需按照指定路线及时清运至指定的弃土场处理<\/span><\/span><\/span>;<\/span><\/span><\/span><\/span>施工人员产生的生活垃圾,应采用定点收集方式,设立专门的容器(垃圾箱)加以收集,并按时每天清运。<\/span><\/span><\/span>在输电线路施工过程中,产生的导线余料、铁塔余料由建设单位回收处置。<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>

      营运期<\/span><\/span><\/span><\/span><\/span><\/span><\/span>11<\/span><\/span><\/span><\/span>0kV<\/span><\/span><\/span><\/span>同塔<\/span><\/span><\/span>四<\/span><\/span><\/span><\/span>回架空线路经过的沿线区域<\/span><\/span><\/span>和道路改造工程产生的<\/span><\/span><\/span><\/span>噪声<\/span><\/span><\/span>应符合<\/span><\/span><\/span><\/span>《声环境质量标准》中<\/span><\/span><\/span><\/span><\/span><\/span>4a<\/span><\/span><\/span>类标准<\/span><\/span><\/span><\/span>要求<\/span><\/span><\/span><\/span>。<\/span><\/span><\/span><\/span><\/span><\/span><\/p>

      营运期<\/span><\/span><\/span>配套新建雨污管网,雨污水管道应与<\/span><\/span><\/span>道路<\/span><\/span><\/span><\/span>工程同时实施,以保证公路及周边地块雨污水能够及时进入城市雨污水管网集中处置<\/span><\/span><\/span>。<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>

营运期<\/span><\/span><\/span><\/span>加强道路两侧绿化,<\/span><\/span><\/span><\/span>应<\/span><\/span><\/span><\/span>在道路两侧选择栽种红绒球等类型植物,尽量减弱汽车尾气对环境空气的影响,同时也起到阻隔交通噪声传播的作用。通过红绒球的种植,对大气环境具有正效应,能起到一定的改善作用。<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>

       道路<\/span><\/span><\/span><\/span>投入营运后产生的固废主要为运输车辆散落的运载物、发生交通事故的车辆装载的货物、乘客丢弃的物品及行人丢弃的垃圾以及绿化树木的落叶等,由环卫部门定期清理,经妥善处置后,将不会对周边环境产生污染影响。<\/span><\/span><\/span><\/span><\/span><\/span><\/p>

      项目建成投运后,其周边以及各电磁环境保护目标处的工频电场强度及工频磁感应强度应<\/span><\/span><\/span><\/span>达到<\/span><\/span><\/span>《电磁环境控制限值》(<\/span><\/span><\/span><\/span><\/span><\/span><\/span>GB8702-2014<\/span><\/span><\/span><\/span>)中频率为<\/span><\/span><\/span><\/span><\/span><\/span>50Hz<\/span><\/span><\/span><\/span>的公众暴露控制限制值要求,即电场强度<\/span><\/span><\/span><\/span><\/span><\/span>4000V\/m<\/span><\/span><\/span><\/span>、磁感应强度<\/span><\/span><\/span><\/span><\/span><\/span>100μT<\/span><\/span><\/span><\/span>。<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p><\/td> <\/tr><\/tbody><\/table>
